Baltimore City Anti-Animal Abuse task force

report was put together recently that contains anti-animal abuse recommendations for Baltimore City. Following the incident with Phoenix, a dog that was doused with gasoline and set on fire in West  Baltimore last spring, a task force was put together to create these recommendations which include stricter laws and punishments along with a plan for creating stronger ties between law enforcement offices, and increasing and public awareness.  It also includes plans to beef up the budget and services available at BARCS, which would be great!
